In "Course Setting-> Course Summary Files" The File is set to "maximum attachments: 1. How can I change this setting in order to be able to upload multiple files.

This setting can only be changed by the Moodle site administrator. You can ask your site admin to go to Site Administration -> Appearance -> Courses and change the setting "Course Summary file limits"
