When you enter parameters for PWL source, you should give increasing time points. For example, you should give first time instant as 2, then the voltage value at t=2, then next instant as 3 (say), its voltage value, then t = 4 etc.
You cannot give time instants as 2, then 1, 1 - this is incorrect.

Can we generate the pulse which has varying duty cycle? or else can we use PWL as a clock pulse ?

You could use PWL as clock pulse, but make sure you give enough time points (and their corresponding voltage values). Remember, the PWL source just linearly connects the points and so if you don't give enough samples, it would turn out to be a completely different waveform.
