Answers:

Ubuntu is not installed as a package inside Windows. It is installed either by creating a bootable USB and installing it separately, or by running it through VirtualBox/Windows subsystem linux 

So if the tutorial shows no package, it simply means Ubuntu is installed as a full operating system, not like normal software inside Windows.

If you’re installing Ubuntu as a full OS:

 You must download the ISO from:

Then use tools like:

<span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline">Rufus</span> (for USB boot)

or a virtual machine like <span class="hover:entity-accent entity-underline inline cursor-pointer align-baseline">VirtualBox</span>
