Within the "Grading action" menu, there is an option to download all submissions, but no option to download all annotated PDFs.
Can you help me in this?

Dear Vinayak,

This is a new feature added by Moodle and as such there are numerous questions added in https://tracker.moodle.org about the same matter.  We currently do not know how to do so.  However visiting https://tracker.moodle.org/ might yield some insight into achieving the expected result.
