How to fix the error stating "failed to download capabilities" ? i tried using the other link given on this forum but it still isn't working , please suggest. Also how understand which id corresponds to the WMS layer for any specific URL?

 Please check your internet connection. Bhuvan website is working fine.

In your case, in QGIS the WMS layer ID number can be different, look for the name in the "Name" field which corresponds to your Layer ID from the Bhuvan website which you have copied and pasted in the QGIS "Add WMS layer" dialog box.
