Why do we type in icoFoam command after blockMesh? Can we use it the other way round?

General flow :
1.Pre-processing that is mesh generation (which is generated using blockMesh)
2.Simulation: using appropriate solver (eg. icoFoam)
3.Post-processing (using Paraview/ paraFoam)

the order cannot be changed.
