How did you upgrade?  cclicenses is possibly still not installed properly on your system.  One easy way to check this is to search for cclicenses.sty through a web search and download it into the working directory - where the tex file is.  If it works now, the problem is temporarily solved.

For a more permanent solution, you have to follow what is explained in the "LaTeX on Windows using TexWorks" tutorial, where it is explained how to install the missing packages.
