Can we use different cell sizes for each block?

Answers:

You can make finer mesh using more cells for eg. (10 10 100) cells. But it is required to keep that for all blocks.
Different cells in each block will give an error due to discontinuity between cell numbers.

Yes. We can use any arbitrary number for cells. But in some cases, like this pipe, we need to ensure that number of cells for connected blocks should be equal. Otherwise, due to continuity issues, we will get an error. So if we want to use (28 32 102) cells for one block, the other blocks should have the same number of cells.
