I am using Scilab 6.1.0 on Ubuntu 18.04. I am not able to find the transfer function block in Continuous time system palette.

In Scilab 6.1.0, the transfer function block is available in 'Continuous time system' palette but, only thing is it's block icon got changed. Search for 'CLR' block on which '1/1+s' is written.
