Table works differently in article and report

I can perform this tutorial and able to reproduce the table as it is in the document class article.

My question is I can not draw the table in the document class report or book.

There should be some other mistake. Please see below a way to find out.

Delete everything else in both article file and report file. That is, you should have only the Table in the entire document. You can then compare.
