Hi Shrugi,
The Enrollment of a user on the Moodle Server is by the system admin.
A teacher can enroll a user (Who has been added to the Moodle Server) in their course as a student. 
Alternatively (The easy way) the system can upload the list of students.  The student gets added to the server and enrolled in the course in one shot.
